If you wish to deploy a form in a non-editable format, change the form setting “Lock form designer on export” to ON. When the form gets exported, the paint brush (editor) icon will not display on the form and therefore the people that you share this form with will not be able to modify it. One downside of this approach is that you are the only one that has a copy of the master form template. This could be a problem if your iPad were to get stolen or damaged. To guard against this possibility, be sure to make a backup of your form and store it where one or more people would have access to it.
